When a professional is charged with crimes involving drugs, there may be a logical reason for the way

the professional acted.  Thus, not constituting a criminal act, but acting in way to help a patient.

One of the biggest problems is diversion.   When there is missing medicine, an expert should be consulted to see if there has been a proper accounting.  Another question to ask is, has there been exclusive custody of the missing item?
